Mark Brown has worked in insurance for 37 years. Initially working for Commercial Union in claims for 15 years, his last role was that of a Loss Adjuster. Hes spent the last 22 years working in client relationship and management roles, with 12 years at The Burley Group where he was a Director. After 5 years at Brown & Brown (Insurance Brokers) managing their Stockport & Glossop offices, Mark decided on a move to Aon Leeds early in 2025 where his role is Client Management Director, part of the leadership team but with client relationships across multiple industries remaining a key element. 

Dave Luscombe Special Projects Consultant Construction Equipment Association (CEA) 

With over 35 years’ experience in automotive, powered two-wheeler, and construction equipment sectors, Dave is a recognised leader in public affairs and industry advocacy. He has represented these sectors at senior levels of UK Government and EU policymaking, notably securing subsidies for the electric motorcycle and scooter market. 

Since 2011, he has driven major UK construction initiatives, including the nationwide rollout of the CESAR Security and Registration Scheme — now supported by over 85% of brands and hailed as the industry’s most successful anti-theft programme. 

Since joining the CEA in 2020, Dave leads the CESAR Emissions Compliance Verification (ECV) project, establishing it as a cornerstone of emissions compliance and sustainability. He continues to oversee CESAR, ECV, and partnerships with NCATT and specialist police teams to advance security, innovation, and environmental responsibility. 

Kevin Howells is a leading figure in Construction, Agriculture, Motorcycle,Vehicle and Cycle Security Technology. A former technical engineer, he has built a distinguished career pioneering advanced identification solutions to combat vehicle, machinery and equipment crime.

Kevin was a driving force behind a number of leading Industry security initiatives within the Powered Two Wheeler sector called the MASTER Scheme with the MCIA as well as the pioneering Official CESAR Scheme, now seen as an Industry standard for asset protection and registration supported by the CEA, AEA, HAE, IPAF and CPA.

As CEO of Datatag, he works closely with Police & Law enforcement including Interpol and leading Insurance companies delivering specialist training, intelligence support & innovative security technologies.

Kevin also holds Senior positions within multiple influential groups and industry associations including CITS, MCRG and the BSIA helping set Industry standards & shape the future of asset security and registration.

Andy Huddleston

Superintendent Andy Huddleston grew up in County Durham and joined Durham Constabulary in 1995 having before that ridden off road motorbikes for the Yamaha trials team. Riding in the British and World Championships, Andy won 3 British Championship titles as well as 4th place at the International Scottish 6 day trial. He still continues to ride competitively today. 
 
As a police officer Andy has worked in a wide cross section of roles from neighbourhood policing and 24/7 response to VIP armed protection, surveillance and counter terrorist operations. Andy was a firearms tactical team officer for several years before being promoted and in 2010 was responsible for establishing and heading the Cleveland and Durham Specialist Operations Unit. This merged at the time the largest number of firearms officers and road policing specialists in the Country from two forces into one team. 
 
In 2012 Andy led the team that planned and escorted the Olympic torch relay through the North East. He has received several Chief Constable commendations, two of which were for the innovative use of covert tracking technology to catch machinery thieves and for his leadership as Tactical Firearms Commander during a protracted armed siege. 
 
In 2017 Andy joined Northumbria Police on promotion to Superintendent. Since joining the force he has spent 3 years as head of Response and Neighbourhood Policing for the Northern Command where he lead on Rural Crime Initiatives and worked closely to with key partners including Mountain Rescue and the National Park. In 2021 Andy was requested by the Chief Constable to be their Staff officer.  

Since 2018 Andy has been the NPCC National Operational lead for Rurak Crime the theft of construction and agricultural machinery.  

In April 2023 Andy established and now heads the National Rural Crime Unit which is tasked with supporting forces and representing rural policing including the theft of construction equipment across the UK and abroad. Andy was a key driver and advocate of the Equipment Theft Prevention Act 2023, that sought legislation to see construction and Agricultural machinery in the UK fitted with forensic marking and immobilisation as standard.  

In HRH King Charles III 2026 new years honours list Andy was awarded the Kings Police Medal.
